Overview

Authorities (e.g. Managing Authorities, Intermediate Bodies,…) that are responsible for allocating European funding should ensure that they select projects that have a high probability to be relevant, efficient, effective and sustainable. A proven way to increase this probability is by using a standardized approach to project design that provides input for a rigorous project appraisal process. The most widely used and accepted methodology for this is the European Commission’s project cycle management. The seminar will provide extensive practical exercises to ensure that the concepts are properly understood, both in terms of how to design projects as how to appraise, and if falling short of the required standards, improve them.

  • The project cycle as an overarching framework for determining the interaction between the funding authority and the project
  • Using the logical framework approach for project design
  • The difference between the project cycle manager and the project manager
  • The three key criteria (relevance, feasibility (including sustainability) and adequate management) and how these are connected to the Common Provisions Regulation for Structural Funds
  • Setting up a standardized process that provides clear moments for decision-making by the funding authority for applicants

Expert

Benedict Wauters is currently the director responsible for European Programmes in the Ministry of Labour in Flanders (Belgium). He has worked for more than twenty years as a civil servant, consultant (Deloitte Consulting in Belgium, Policy Research Corporation in the Netherlands) and independent expert, in/for multilateral public institutions (e.g. United Nations, OECD, European Commission), regional and national government departments (e.g. Dutch ministry of foreign affairs, Dutch ministry of transport, Polish ministry of regional development, the French Region of Nord-Pas-De-Calais and the Belgian Regional Governments of Flanders, Brussels and Wallonie), local government (e.g. City of Antwerp) as well as NGOs and public corporations . He has written several books focused on EU fundings and public sector governance
