Seminar Presentation

Turning development priorities into successful projects requires more than technical expertise or knowledge of procedures. It requires the ability to translate strategic objectives into workable projects, coordinate different actors, manage implementation challenges and maintain a clear focus on results.

This three-day interactive seminar is designed for professionals involved in the planning, financing, preparation, implementation, monitoring or support of projects and investments, with a particular focus on the fields of environment, energy, infrastructure and sustainable regional development.

The programme brings together participants from different institutional and professional backgrounds, creating an opportunity to examine project delivery not only from the perspective of a single institution or funding programme, but as a collaborative process involving public authorities, project promoters, technical specialists, financing bodies, utilities, consultants and other stakeholders.

Through practical exercises, case studies, simulations and peer exchange, participants will explore how projects move from initial ideas and strategic priorities to implementation and results. Particular attention will be given to the issues that most frequently influence project performance: project readiness, coordination between teams and organisations, stakeholder management, procurement and permitting, environmental and compliance requirements, risk management, monitoring and corrective action.

Environment, energy and infrastructure investments will provide the principal practical context for the seminar. At the same time, the tools and approaches presented are deliberately transferable and relevant to a wider range of public investment, sustainable development and EU-funded initiatives.

The seminar therefore combines project-delivery skills, institutional capacity building and cross-sector collaboration, enabling participants to strengthen both their individual capabilities and the effectiveness of the organisations and partnerships in which they work.

Ramona Moldovan holds bachelor’s and master’s degrees in political and administrative sciences. She has over 18 years of experience in governmental businesses and public sector reforms, including 10 years in management roles. She has held strategic positions in Romania’s Ministries of Transport, Investments, European Projects, Research, and Energy. Additionally, she has worked with the World Bank and ENA on public administration reforms. Currently, at the Ministry of Energy, she oversees policies and funding programs for green energy and energy efficiency.
