Overview

The Annual European Conference brings together Europe’s leading funding professionals for two dynamic, practice-focused days dedicated to the effective management and oversight of the European Structural and Investment Funds (ESIF), the Recovery and Resilience Facility (RRF), and, for the first time, the new Economic Growth Plans (EGPs) in candidate countries.
With the European Commission having released its proposals for the next Multiannual Financial Framework (MFF) and post-2027 cohesion policy regulations just on 16th July, this year’s conference offers a uniquely timely opportunity to analyze and discuss their immediate and long-term implications.
The expert panel will explore how these new frameworks are poised to reshape the management and control of ESIF, RRF, and EGPs—particularly in the face of current global challenges such as energy shocks, geopolitical risks, and evolving regulatory demands.
Participants will gain early, actionable insights into the new legislative landscape, enabling policy-makers and stakeholders to swiftly align their strategies, strengthen compliance, and enhance the effectiveness and attractiveness of their programmes for the upcoming funding cycle.

From the opening plenary you will receive a 360-degree update on the mid-term status of ESF+, ERDF, CF, JTF and RRF programmes, as well as a frank progress report on the roll-out of EGPs across the Western Balkans. Top-level briefings distil the latest legislative changes on the Green Deal, DNSH, the Net-Zero Industry Act and STEP, while interactive polls surface the risks that matter most to programme managers right now.

The agenda then moves quickly from strategy to hands-on mastery. Sector-specific laboratories allow you to stress-test operating rules for energy, transport, digital and innovation investments. In our Digital Tool Corners you can run an AI-driven fraud-risk model, experiment with an “off-the-shelf” simplified-cost wizard or explore an e-procurement dashboard. Real-life case clinics, led by Managing Authorities that have already adapted their operational programmes, show how to keep milestones on track despite supply-chain volatility and inflation pressures.

Economic Growth Plans receive dedicated treatment throughout. A deep-dive lab on Day 1 maps the alignment of EGPs with IPA III and RRF logic, walks you through DNSH screening requirements and equips you with a ready-to-use monitoring template. On Day 2 a specialist clinic tackles procurement and state-aid nuances unique to EGP-funded projects, ensuring candidate-country officials and their partners leave Berlin with clear compliance roadmaps.

Audit readiness and simplification are addressed head-on. A joint panel of Managing and Audit Authorities — joined by EPPO representatives — dismantles recent findings and builds a common evidence checklist applicable to both ESIF and RRF audits. A simulation exercise lets you test your organisation’s fraud-response protocol against a live OLAF/EPPO scenario, while a plenary on “SCO 2.0” and result-based operations previews what the 2028-2034 programming period will demand.

Networking is woven into every session. Small-group break-outs and a Berlin-themed dinner create space to build cross-border partnerships, and the closing “90-Day Action-Plan Roundtable” challenges every participant to translate learning into a concrete pledge, refined with peer feedback before departure.

Experts

Mircea Valentin Carlan is a Romanian expert in public administration. With more than 19 years of experience, he worked in the field of pre-accession and structural funds allocated to Romania. He had numerous positions at central and local level, with an active implication at international level. He is also a PhD in administrative law in the field of public procurement contracts financed from UE funds at the prestigious West University of Timisoara. He is continuing the high education career at Danubius University of Galați, an Important International education hub situated border with Ukraine and Republic of Moldova, with students coming from all over the world.

Ramona Moldovan holds bachelor’s and master’s degrees in political and administrative sciences. She has over 18 years of experience in governmental businesses and public sector reforms, including 10 years in management roles. She has held strategic positions in Romania's Ministries of Transport, Investments, European Projects, Research, and Energy. Additionally, she has worked with the World Bank and ENA on public administration reforms. Currently, at the Ministry of Energy, she oversees policies and funding programs for green energy and energy efficiency.

Ramona Moldovan

Deputy General Secretary of the Romanian Ministry of Energy

Senior Expert in Recovery and Resilience Facility (RRF) and cohesion policy, over 20 years of experience on EU Structural Funds acquired working for Italian public authorities and for Managing Authorities and Audit Authorities of some Italian Operational Programmes and related to different programming periods (since 2000-2006) with responsibilities and coordination roles. As an author of numerous articles and essays, lecturer in the field of development policy concerning the management and control systems of the National Recovery and Resilience Plan and cohesion Programmes and the sector of capacity building, digital transformation for Public Administrations and environment.

Giorgio Centurelli

Director of the General Directorate for Financial Management, Monitoring, Accounting and Control at the NRRP Mission Unit - Ministry of Environment and Energy Security (ITALY)

Anita Krūmiņa is the Director of the Central Finance and Contracting Agency in Latvia, with over 20 years of experience in managing EU-funded programmes. She has held key leadership roles in programme management, procurement, and financial control, and has served as a short-term expert in EU projects in Croatia. As a frequent speaker at international seminars, including events by the European Academy for Taxes, Economics and Law, she shares her expertise in fund management, monitoring, and institutional capacity building. Anita holds degrees in Economics and International Relations and is fluent in Latvian, English, Russian, and German.

Anita Krumina

Director of Central Finance and Contracting Agency Latvia

Cristina-Ioana Poparad-Pandrea is an investigator at Romania’s Fight Against Fraud Department – DLAF, the national contact point of the European Anti-Fraud Office (OLAF). Her work focuses on administrative investigations related to fraud, corruption, and other illegal activities affecting EU financial interests. She brings 17 years of experience in law enforcement, including both criminal and administrative investigations. Throughout her career, she has collaborated closely with national and international institutions, playing an essential role in safeguarding the integrity of EU-funded programs.
