The responsibility of Authorities (e.g. Managing Authorities, Intermediate Bodies,…) that manage European funds is not only to set up high quality project appraisal systems in order to select the most promising interventions. Once selected, these Authorities need to find out to what extent and/or how these interventions actually make a difference. Hence the need for effective monitoring and evaluation systems. In order to be effective, Authorities need to determine exactly what they are trying to achieve and what the most appropriate ways are to measure this. The seminar will devote ample attention to what sound measurement really means, both from the point of view of the measure itself as well as the diverse ways to collect and analyse the associated data.
